Featured Program

The West Side Neighborhood Learning Community, a multi-organizational partnership in which the Center for Democracy and Citizenship has been a key organizer and actor, has worked for six years to build a "culture of learning" in the low income immigrant community on the West Side of St. Paul. The Neighborhood Learning Community has generated many new collaborations, learning resources, and neighborhood wide involvements.

The Circulator Bus is key: it provides free, accessible neighborhood transportation that promotes youth community engagement by connecting children and youth to enriching learning/ development experiences after school. It links thirteen learning sites during non-school hours. The West Side Circulator is the physical manifestation of and the connecting link to the Neighborhood Learning Community. In summer 2003 the West Side neighborhood in partnership with the Center for Democracy and Citizenship at the Humphrey Institute of Public Affairs launched this innovative transportation experiment to provide safe, free transportation for youth and families participating in a variety of neighborhood-based activities.

The collective circulator work represents a shift in neighborhood collaboration. Currently the Center for Changing Landscapes from the University of Minnesota is working with the neighborhood to make the Circulator and its route a more visible part the neighborhood's infrastructure by designing memorable bus stops that celebrate the neighborhood by integrating public art into bus stop designs.
